I wonder how cost effective the waste water treatment plant is once construction costs are factored in?  &lt;BR/&gt;&lt;BR/&gt;I assume converting would be pricy, but if the initial construction costs are within the realm of more traditional plants, there should be no excuse for not building these types of treatment plants.
